First thing I thought when I saw this picture; "He ain't in the Cav."

Two reasons he ain't in the Cav.  Too much water below the helicopter, and the cap is still on the bottle.  Probably a naval aviator.

Does use of the safety harness also mean he ain't Cav?

I never used a harness, but I was flying in Huey's. And, I fell out of a helicopter once upon a time. Luckily he was flaring to land and I didn't fall far, but it hurt. I fell on my back, ruptured a canteen, bruised a kidney, and limped away from the LZ. My platoon thought it was awesome and my platoon sergeant thought I was an idiot.

That was a long time ago, but I never remember wearing a safety harness as a passenger. The door gunners were tied in but the passengers were loose.

Yep, it's Navy or Marine. Wearing a standard LPA-1 survival harness.
