Then, the former vice-president was asked if he was ready to go to Ukraine, and he said he was. The only problem is that Jen Psaki walked it back, sayinng that "We are not sending the president to Ukraine."
Who is running the country and when did the press-critter decide to make decisions for the President?

I suspect the country is being run by Biden's Cabinet(and they may be consulting with former Pres Obama occasionally), with certain Pentagon officials handling the military side.
For all his faults, Pres Obama was at least mentally competent.
And don't forget his infamous statement about Joe Biden's ability to "F**k things up".
