Cause they don't like having their noses rubbed in the stink of their own stupidity. ALL hiring should be based on qualification, period. The reality in 'diversity' hiring in most cases is that there are qualified people in that demographic; they are just not 'suck-ups', so management/TPTB don't 'see' them.
Don't forget that if you are looking at a demographic with fewer people, there are also fewer qualified people in it (if any) so management will almost certainly hire someone for their diversity points, not their abilities. I've seen it happen and had to deal with the aftermath. J
