complicated regulations lead to corruption and a black market... I bet the dispensaries who got their paperwork finished on time paid extra "fees", aka bribes...
In a similar manner, New York State failed to make a profit running Off-Track Betting. It seems governments can't successfully compete with complex businesses, especially illegal cash cows.
