Yes it's a road that runs between the fence and the end of the runway. Given the geography of the local area no other choice. Look up Northwest Regional (52F) on Google Maps and you'll see why. There are (were) signs warning drivers. I used to fly there 20+ years ago. The aircraft in the picture is a little lower than what a normal approach should be, IMHO.

Might have survived if he hadn't slowed down right before impact.
