They have to justify their existence. So endless trials even in an environment where we are unlikely to buy a new rifle. <br /><br /><br />2- If I recall a variety of studies have shown something in the .26-27 range with about a 130 grain bullet would be ideal. NATO almost went that way after WWII but the US refused so we went 7.62x51. <br /><br />A rugged/ reliable piston drive rifle similar to the HK416/ SIG 556 in such a caliber would be about as good as we can get for a modern Infantry rifle.
